Regular Council Meeting, August 15, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs August 15, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: David Donahue, Albertine Leblanc, John Leblanc, Bruce Waugh, Rodney Hooper, Rhonda Vickers.

The above guests voiced concerns over cars spinning tires, revving engines, motor bikes racing, and four wheelers causing a disturbance throughout the village. The RCMP were present to address concerns and encouraged people to call them when this is happening.  A public meeting will be held to discuss further.

APPROVAL OF AGENDA                 

It was moved by Councillor Underhill & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Regular Council meeting July 11, 2019.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $15,144.68 be paid. MOTION CARRIED.

COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that fill has been dumped at the property from ditching being done by government.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that a community yard sale will be held on September 14 in the park.  Music nights are going well and plan to keep running until end of September.

ATV:  Councillor Underhill reported that no meetings were held.

HOME & SCHOOL:  Councillor Underhill reported that plans are underway for the annual fall fair. 

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for June 2019.

Total manpower available (23), Call responded to within village during month (2), call outside village (3), training session held (4), Man Hours (56); New equipment: Nil; Equipment Not in Service: Nil

RCMP: The RCMP were present to address concerns from citizens.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune gave report.  No complaints during the month.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan reported that music at the park is going well.  It will continue until end of September.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill reported that the two students are doing a wonderful job.

BEAUTIFICATION: Councillor Ross had nothing to report.

PARK: Councillor Fortune reported that stumps were removed, replaced with topsoil and seeded.  Working on splash pad continuously to keep it running. 

UNSIGHTLY PREMISES: Councillor Brennan reported that she received a complaint on a property on MacLaggan Drive.  The issue has been taken care of.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune reported flushing of system will take place in September.

STREET & PUBLIC WORKS Mayor Hennessy reported that roadwork is being done on the Howard road and Colonial Drive. Tender for Riverview Drive project is out.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy reported that been working with Minister Stewart regarding the upcoming regional project. 

He has been speaking with RDC regarding some funding for upcoming projects. 

Waiting on a response from the Federal program on the walking trails upgrade grant we applied for.

NEWBUSINESS:

9.1  Wiring at the Park Pavilion

Councillor Fortune received a quote to have additional wiring done at the pavilion.  Another quote has been requested by council to compare pricing.

9.2  DOT 5 Year Plan

Moved by Councillor Fortune, seconded by Councillor Ross to approve the DOT five year plan. MOTION CARRIED.

MOTION TO ADJOURN

Moved by Councillor Ross to adjourn the meeting at 21:00 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 7:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
