Regular Council Meeting, July 11, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs July 11, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA                 

It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Fortune, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Regular Council meeting June 13, 2019.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $11,690.17 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that he is planning to have a meeting the end of July with Historical Society.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that a community yard sale will be held on July 20 in the park.  No meetings will be held until Fall.  RCMP starting the “positive ticketing” certificates.

ATV:  Councillor Underhill will discuss road access under new business.

HOME & SCHOOL:  Councillor Underhill reported that no meetings have been held.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for June 2019.

Total manpower available (22), Call responded to within village during month (1), call outside village (NIL), training session held (5), Man Hours (69); New equipment: Nil; Equipment Not in Service: Nil

RCMP: No representation, no report submitted.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune reported that there was one incident during the month.  A dog bit a child and the dog has been put down by the owners.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan reported that a Showcase of Talent will start at the park on July 17.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill reported that the two students are working out well.  Ice cream sales are going well.  A blue bin is needed at the tourism building.

BEAUTIFICATION: Councillor Ross reported that the fireworks were awesome.  Donations are getting less each year.

PARK: Councillor Fortune reported that a load of tailens were taken to the park and put under shelters and cenotaph.  Having issues with water pressure at the splash pad.  Leon Banks will be coming to look at tomorrow.

UNSIGHTLY PREMISES: Councillor Brennan reported that she received a complaint of cats and odours coming from a house on Station Street.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune reported that an inspector from Fredericton came to look at lagoon.  He was very impressed with the upkeep and how it is being maintained.

STREET & PUBLIC WORKS Mayor Hennessy reported that some fill will be put on the Walls property.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy reported that he met with MLA Stewart regarding the upcoming regional project.  All three municipalities are working together and seen to have a great relationship.

NEW BUSINESS:

9.1 Movies at Park

A trial movie at the park went well with approximately 50 people in attendance.  Council agreed to approach Chris Carnahan to continue to provide movies over the next couple of months and offer him a fee of $400 for 5 movies.

9.2  Speed Limit Decrease

Moved by Councillor Underhill, seconded by Councillor Brennan to request from the Department of Transportation and Infrastructure a decrease in speed limit from 70 km/hr to 50 km/hr beginning at 265 Main Street.  MOTION CARRIED.

9.3  Donation to Fireworks

A discussion was held on the lack of funds in the fireworks account.  Council has agreed to start and fundraising to have money in the account for next year’s events.

9.4  Photocopier Lease

Moved by Councillor Underhill, seconded by Councillor Fortune to accept the lease agreement from Innovative copier Systems.  MOTION CARRIED.

9.5  ATV Road Access

Moved by Councillor Fortune, seconded by Councillor Brennan to grant access of Station Street from the trail to the Irving and also access to Hillcrest Street to the Dungarvon ATV club.

MOTION CARRIED.    

9.6  Benefits for Clerk

Moved by Councillor Fortune, seconded by Councillor Ross to provide a 50/50 cost share of health benefits with Blue Cross for the clerk and family.  MOTION CARRIED.

MOTION TO ADJOURN

Moved by Councillor Ross to adjourn the meeting at 20:20 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 7:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
