Regular Council Meeting, March 12, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs March 12, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Regular Council meeting February 13, 2020. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Special Council meeting March 9, 2020. MOTION CARRIED
BUSINESS ARISING FROM MINUTES

BILLS & ACCOUNTS
Moved by Councillor Ross second by Councillor Fortune that the bills in the amount of $5,328.16 be paid. MOTION CARRIED.
COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that he attended two meetings during the month. Their goal is to have the parking are done by July 1.
SENIORS: Councillor Ross reported that the senior’s supper will be held on April 15 at the Father AA McKinnon Hall. Entertainment will be Debbie and Eric.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that Kelly Hallihan gave a presentation on the Crisis Mobile Team. Next meeting is March 25.
ATV: Councillor Underhill had nothing to report. No meetings held.
HOME & SCHOOL: Councillor Underhill had nothing to report. No meetings held.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for February 2020. Total manpower available (23), Call responded to within village during month (1), call outside village (1), training session held (4), Man Hours (164); New equipment: Nil, ;Equipment Not in Service: Jaws
RCMP: Councillor Ross had nothing to report.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. No complaints during the month.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan reported that entertainment is booked for the evening of fireworks.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill reported that 2020 Miramichi River Guide Ad deadline is April 3 and will be discussed under new business.
BEAUTIFICATION: Councillor Ross had nothing to report.
PARK: Councillor Fortune had nothing to report. Mayor Hennessy reported that quite a few big trees are leaning towards picnic areas and tree cutting will need to be done.
UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune reported that there are no problems with the sewer systems. The storm drains have been cleaned.
STREET & PUBLIC WORKS Mayor Hennessy had nothing to report on public works.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he continues to work on the snowmobile and ATV project. There is a tentative meeting with Minister Mike Holland to review the project. Doaktown and Upper Miramichi are still working with us and connect a couple times a week to discuss.
9.1. Miramichi River Guide
Moved by Councillor Underhill, seconded by Councillor Ross to advertise in the Miramichi River Guide with a ½ page at a cost of $899. MOTION CARRIED
Moved by Councillor Ross to adjourn the meeting at 19:40 hours.

Council meets in regular session on the second Thursday of each month. Meetings begin at 7:00 pm in the Council Chambers at the Blackville Community Center, 12 Bartholomew Road South and are open to the public.
