Regular Council Meeting, September 12, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs September 12, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS:

Allison MacKenzie will be running in the Federal Election and came to introduce herself to council.

Joy Nordin came on behalf of the resource centre asking for support from the village for a dumpster. 

APPROVAL OF AGENDA                 

It was moved by Councillor Ross & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting August 15, 2019.  MOTION CARRIED

It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting August 29, 2019.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $11,158.76 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that a meeting will be held this month and more fill will be taken to property.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that music in the park on Wednesday’s had approximately 70 people in attendance and $400 was raised for the group.  Community Presentations Methamphetamine use will be hosted at the school on October 9.  Next meeting will be on September 25.

ATV:  Councillor Underhill reported that the next meeting to be held will be on September 16.

HOME & SCHOOL:  Councillor Underhill reported that the Fall Fair will be held on Sept 22.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for June 2019.

Total manpower available (23), Call responded to within village during month (1), call outside village (2), training session held (4), Man Hours (71); New equipment: Nil; Equipment Not in Service: Nil

RCMP: The RCMP were present but had to leave due to an accident before report was submitted.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune gave report.  No complaints during the month.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan had nothing to report.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill reported that the tourism building is now closed for the season.  Had a successful season with two great summer students.

BEAUTIFICATION: Councillor Ross reported that Dana will start working on the Christmas lights soon.

PARK: Councillor Fortune reported that the splash pad will be shut down for the winter.  Park is in great condition due to great workers.

UNSIGHTLY PREMISES: Councillor Brennan reported that she received two complaints regarding illegal dumping. She will speak to the two men who did the dumping and ask them to remove the debris.  A complaint was also received on a property on Main Street.  Councillor Brennan informed council that the property will be cleaned up within a month.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune reported that work was done on a door at the community centre.

SEWER:  Councillor Fortune reported flushing of system will take place this month.

STREET & PUBLIC WORKS Mayor Hennessy reported that roadwork continues on Colonial Drive.  Some ditching needs to be done in some areas as well as mowing of ditches.

Met with Crandall Engineering regarding Riverview Drive project which is set to begin on Monday.

North Shore will be asked to fill some potholes in the village when they are in the area working on Riverview Drive.

Regional Service Commission: Mayor Hennessy reported that he attended a meeting.  Recycling costs will be going up in the coming year.  The city did not support the snowmobile / ATV project.  They feel that we should be working more with them.

Publicity & Promotion:  Mayor Hennessy reported that he attended the Amy Jardine Memorial Service.  It was well attended.

NEW BUSINESS:

9.1.  Room Rental

Moved by Councillor Underhill, seconded by Councillor Fortune to rent out a space to Post Secondary Education in the exchange for $300 / month rent.  MOTION CARRIED.

9.2  Blackville Resource Centre Garbage Collection

Joy Nordin came on behalf of the Resource Centre asking for financial support for a dumpster.  Councillor Brennan will contact her garbage collection company and get a price on a dumpster.  She will be in touch with Joy to discuss.

Moved by Councillor Ross to adjourn the meeting at 19:55 hours.
