Regular Council Meeting, September 13, 2018

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs September 13, 2018 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: Shelley Greely gave a presentation on behalf of the Dungarvon ATV club requesting a bylaw be adopted to allow the ATV’s to use Station Street. Clerk will contact village lawyer to discuss. Trudy Underhill addressed council regarding the rock that has been placed in ditch along her property. She requested the culvert be cleaned out for proper drainage. Mayor Hennessy will look into the matter.

APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES
It was moved by Councillor Ross, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting July 19, 2018. MOTION CARRIED

It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting September 4, 2018. MOTION CARRIED

BUSINESS ARISING FROM MINUTES ATTENDANCE
All in attendance.

CORRESPONDENCE
Received a letter from the Miramichi Snow Goers asking for financial support. We will address request during budget process.

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $45,817.23 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY: Councillor Fortune reported that several loads of fill have been dropped off on property. Waiting for the demolishing to begin.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB: Councillor Ross had nothing to report. Mayor Hennessy reported that he had a meeting with Ambulance NB. The meeting was lengthy and informative but feels nothing much was accomplished.

HEALTH & WELLNESS: Councillor Brennan reported that a meeting was held on September 12. Wellness Fair is slated for October 20. Next meeting is September 25 to finalize plans. Heart and Stroke bike run is September 14.

ATV: Councillor Underhill reported that no meetings are held during the summer. The next meeting will be on September 17.

HOME & SCHOOL: Councillor Underhill reported that a meeting was held on September 10. Plan are underway for a Family Fall Fair to be held on Sept 23.

BUSINESS ASSOCIATION: Councillor Underhill had nothing to report.

WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for July 2018. Total manpower available (20), Call responded to within village during month (1), call outside village (2), training session held (5), Man Hours (82); New equipment: Glass cutter, batteries, gloves. Equipment Not in Service: NIL

RCMP: No report submitted.

EMO: Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune had nothing to report.

STREET LIGHTING: All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Underhill reported that she presented a 50th anniversary clock to Mr. and Mrs. Bruce Walls. The Amy Jardine Memorial events are coming together. Sign for pavilion has been ordered. T-shirts have been ordered.

RECREATION: Councillor Underhill had nothing to report.

TOURISM Councillor Underhill reported that the two students in the tourism building are now done for the summer. They both enjoyed their work experience.

BEAUTIFICATION: Councillor Ross reported that the flags will be taken down by the end of the month and work on the Christmas lights will begin.

PARK: Mayor Hennessy reported that there is lots of activity in the park. Splash pad is nearly complete. Grass seed has been spread and the cement pads for shade shelters were also completed this week.

UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.

FINANCE: Mayor Hennessy reported that the finances are in order.

BUILDINGS: Councillor Fortune had nothing to report.

SEWER: Councillor Fortune reported that there are no problems with the system. Two storm drains were double grated.

STREET & PUBLIC WORKS Mayor Hennessy reported that some ditching and culvert work still needs to be completed on a couple of properties.

Regional Service Commission: Mayor Hennessy reported that a meeting is scheduled for Monday, September 17.

Publicity & Promotion: Mayor Hennessy reported that he had a meeting with Ambulance NB and a meeting with Alexis with RDC to discuss funding options for Riverview Drive.

NEW BUSINESS:

9.1 Snow Plowing Contract
Moved by Councillor Ross, seconded by Councillor Underhill to extend the current snow plowing contract by one year. MOTION CARRIED.

9.2 Garbage Collection Contract
Clerk advised council that the garbage collection contract will expire this year. A discussion was held on collecting garbage every week during the summer months. We will investigate further and this will be added to the new tender.

9.3 Park Workers End Date
A discussion was held on the progress of the park and when employees can expect to finish up for the season.

9.4 Brush Cutting
Moved by Councillor Underhill, seconded by Councillor Fortune to hire Munn’s Logging to brush cut some of village ditches at a cost of $3000 per km. MOTION CARRIED.

9.5 DOT 5 Year Plan
Moved by Councillor Fortune, seconded by Councillor Ross to approve the DOT five year plan. MOTION CARRIED.

9.6 ATV Road Access
A discussion was held on giving the ATV club access to Station Street. Clerk will contact village lawyer to discuss.

MOTION TO ADJOURN
Moved by Councillor Ross to adjourn the meeting at 20:30 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 7:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
